It might be an idea if you have a look at military Mauser 98 actions.They are a good,robust bolt action,and you can decide from a wide range of calibres what you would like to have.But more importantly for you,they're cheap to buy and there's loads of spares about.
How large of a caliber could they handle? How about old lever actions? Old .30-30s aren't too expensive.
