I see no problem at all with your plan. I have used Black Max for similar things, including reattaching the front sight ramp on a Win 94, with perfect success. Only thing I'd add, take a Dremel tool with the 1/16" ball-shaped cutter, and rough up the channel on the underside of the Weaver base to obtain a mechanical bond as well.
