W. Ellis Brown and Proof Pressure

On page 19 of Building Double Rifles On Shotgun Actions by W. Ellis Brown, he states that according to The standard directory of proof marks, that after 1950 East German shotguns were prooved at 32,000+PSI. In my studying of this directory I find that they were prooved at 14,507 PSI. I find that on page 92 of the directory. That is enough difference to get someone killed.

Am I missing something ,or have I just fail to add something up properly?
