Have you called and spoken to a Paypal agent? I had an issue with them some 10 years ago and called. They were able to resolve the issue quickly.

BTW, eBay started Paypal but apparently the two companies are separated. EBay required a separate bank account. I called eBay and was told that the two companies have separated.

Some people do crazy things. I bought a vintage gun case from England thru eBay and the seller used the eBay designated shipper. The eBay shipper said the empty wooden case was a restricted item and confiscated the box. EBay refunded my cost and the seller was out their merchandize. I expect some low watt saw the word "gun", put 2 nd 2 together and got 3.
