The 36gr. load of Varget appears to be in the 2,200fps range, according to Hodgdon's Annual Mannual.
They list a starting load of 37gr. Varget and Sierra 180gr. SP at 2,282fps @ 38,200CUP.
That 36gr. load looks like a winner to me.

For interest's sake, the maximum load listed for Varget is 41.0gr. at 2,440fps at 43,400CUP. Hodgdon is showing some loads giving PSI maximums and these are up to 45,700 as maximum.
A load of 41.1gr. IMR4064 shows a vel. of 2,400fps and a pressure of 45,700PSI.
