I agree with you. Most parts of Australia have a convict "heritage". This is quite evident to me in how the public service and the government think towards the country ie control and regulation.

In this instance instead of recognizing the problems some kids may have socially and in particular the family unit, instead these control idiots just see an area that they have never "controlled" ie bows etc. Hell someone probably said "people can do anything they like. There are no rules telling them what they can and can't do!'
