I have been shooting a 28 gauge Parker ( 2 barrel set Q1/Q2 and F/M) for the last 20 years. It is a wonderful gauge and does a great job on Arizona dove and quail. I also use it on wild North Dakota pheasant with great success.

Some 28 gauges are built on 20 gauge actions.....these are "OK" but not a delightful as one on a true 28 gauge action.

One warning: If you buy one, your "other" shotguns will be spending a lot more time in the safe!
