Imho there is a much more likely answer: It's a Belgian, Liege, made gun that was exported to Austria before or slightly after WW1. At that time Austria did not accept foreign proofs. So every gun made in Britain, Belgium or Germany had to pass an Austrian proofhouse before release to the Austrian market.
