Sounds ineffective to me also, but isn't the theory that it supports the round ball down the bore and prevents it from skidding and deforming as a result of necessary tolerance on either side of the bullet?
As such, it would be interesting to test the accuracy of a load in the straight rifled barrel and smooth.
