I've owned thirteen different M-70 rifles and of them only one was a pre-64 and haven't encountered any of those problems. The most frequent thing I do is to glass bed the action and free float the barrel but I do that with any new rifle that comes thru the door. Further I had one that the safety was very rough and I fixed that by myself rather than return it to Winchester.
I can see it now.....some executive from Winchester goes to a Quigley movie and gets pissed off over the Shilo-Sharps rifle and goes back to work and demands that from that day foreward all M-70 rejects be sent down under.
