It doesn't have a thing to do with 9-11 or Iraq or being a terrorist haven. Canadian individuals have not been able to legally acquire bullets from the U.S. since April of 1999, under U.S. Law. That's when the Canadian Exemption to the U.S. export law was changed...at the request of the Canadian government I might add and through Canada's efforts in OAS. Generally, under U.S. law the bullets must be exported through a registered exporter to a Importer registered with the Canadian Defence Agency. I have heard of one-time export licenses being granted to persons making a single exportation of a firearm to Canada. I am no longer in the field, so I don't know the requirements for that license or if it applies to bullets.
