Cripes ... that is slow! What projectiles? If you can ... try Bertram's 416s as they're tapered and only full size on the heel. May be able to push them faster through your tight bore.
But I'd look at AR2208 and compress it if necessary as I feel AR2206H is too fast a powder in this case capacity.
