Normally the danger template is related to maximum distance of projectile which is dependant on projectile velocity and projectile type. It hasn't been quantified into a predicatble science and relys on empirical data (ie testing done in the past).

SSAA is in a difficult position - they have to comply with regulations being imposed. The governing bodies don't owe anything to the law abiding shooters and they can push as hard as they want. Even the US have to continually fight for their shooting rights and they have more political clout percentage wise.
