I don't think they're organised enough for that - my guess is that the proposal sat on someone's desk and got forgotten about until the last minute and then instigated anyway. The written announcement wasn't just about the price increases, it also contained a lot of accusations of corruption both in the industry and inside the game department. - Frankly (IMO) it was extremely dubious in that it mentioned a lot of names but didn't provide any proof of anything, nor did it publish the name of the author or authors. That might also be a part of why the increases were produced at such short notice. |
