This sounds like the most logical reason IMO. Other similar despots have often had to resort to hired foreign help when they've screwed up their country too much for the locals to be truly "loyal" anymore.
I presume that the Angolans are being paid directly in Angola from one of Mugabes foreign bank accounts.
