Since you say you will be hunting Leopard, baits will be needed for that unless you will be hunting them with dogs, or tracking. Your baits can be trophy animals, and only the trophy fee will be considerable higher than strictly bait animals, which are usually cows of the species. In most places you must be on a 21 day safari to take lion, but Zebra , and most common plains game can be taken on a buffalo/Leopard hunt of shorter duration. There is no need to go to any office to get license for an animal of opertunity, if the PH has it on quota, and he agrees.
