Yes, he's absolutely full of BS..... not only is it an offence to hunt anywhere in the Ngorongoro Conservation Area punshable by a fine of 3 million - 5 million TZ shillings and/or 1 to 3 years imprisonment - it's also illegal to hunt within 2 Kms of the boundary of the NCA................

The same applies to any Tanzanian National Park.......
