Depends on the outfitter and also their legal setup.

Some outfitters are just a bit greedy and want it all. Others see it as positive PR and goodwill. Keeping the wifey or companion happy with an impala and/or warthog keeps the whole camp happier

. Also if wifey really likes it, see may want her own safari hunt next time.

Some outfitters may also have certain conditions put on them by the owner of the concession which might be a limiting factor.
