An observer can often take anywhere from a couple of the lesser animals on offer for a 1x1 safari all the way to all the plains game offered on a leopard hunt. If the observer wants to shoot additional animals that are not offered on the shooter's 1x1 safari I can see the rate going to 2x1. When the observer only wants to share a small piece of the 1x1 bag there is no reason to bump the safari to 2x1. Recently I was able in Namibia to offer a 14 day 1x1 safari with 2 observer. The observers both were allowed a kudu and 2 other animals without increasing the rate.
