DD, we hunt on the same venues overseas guests hunt, also we hunt on land that is not normally suitable (with regards to accomodation) to hunt overseas hunters on. We can also buy packages in some of the state owned game reserves. I love going to Namibia as well, as I was born there, and still have citizinship. Most residents hunting is for biltong/ meat only. We do have game departments makeing the regulations, one of the reasons an overseas hunter is not allowed to hunt without a PH, and through a registered outfitter.
