A big issue around 2003 was when lots of South African outfitters did dodgy deals to hunt on stolen properties.

By law only Zimbabwean licensed outfitters and Zimbabwean licensed PHs could operate in Zimbabwe. A foreign outfitter and PH had to hire an Zim outfitter and/or Zim PH to conduct the safari. The SAf PH tagged along.

Driving over people "hidden" in the grass might also get people in the "heat" .... Even in Zimbabwe.
