Sometimes it needs to be 100% match other times just a calibre ie 6.5 on rifle and a 6.5 on the head stamp, whether the rifle has 6.5X54 on it and the cartridge has 6.5X54superdooper express on it. Every time I have been they check rifle and cartridges to some extent. There is no black and white answer to your question.

Depends on the person on the day, your meet and greet person/company or by self. Just remember put minimum info on paper work and try to have this done in advance and sent to them.
