Botswana has closed before and will re-open and close many times again. So is the nature of the continent. Botswana's Elephant problems are somewhat unique (they have lots of them)in that when hunted on concessions and trust lands for any length of time, they move/migrate onto private and tribal lands, where there is very little or no hunting permitted. As has been demostrated in the past, a few years of not hunting them and they move back off of the lands they will be harrassed on. Real problem being that there will be 25-40,000 more Ele' in that 4-5 year time frame. Loss of revenue is not a problem for Botswana, they are very well off. Escalation of poaching due to cuts in oversight, may indeed be a reality. That said, most sub-saharan countries depend on poaching to manage Elephant numbers. Far cheaper and easier for them. |
