Shades of Kenya in the 70's!

The ban on hunting resulted in (1) the loss of revenue from hunting licenses and fees which supported the Game Department and (2) the loss of the services of professional hunters, who were all deputy game wardens and highly motivated to preserve wildlife against poachers.

Those who benefited were the same government officials who introduced the policy and raked off a share of the illegal proceeds.
