For Tanzania I can offer you two buffalo on a 7 day license which will allow you to shoot some plains game too (starting at $9500 2X1 Selous, plus second buff @ $1200). Most plains game animals are only offered on a 21 day license and that is where you can take 3 buffs, elephant, etc.

For 21 days 1X1 $23,000 plus trophy fees, charter, alcohol and tips. Sample trophy fees are elephant - $5000, Buffalo - $1000, Sable - $1500, lion - $2500.

Another alternative is Mozambique...

7 days 2X1 $6375 second buff @ $2250
14 days 1X1 @ $13,650 plus $2250 per buffalo.

No charter for Mozambique, camps are more rustic than Tanzania.
