Iīve thought about this, as above the end user is the problem. If I were the SA govt I would infiltrate the poaching end and then let slip a BIG consignment of fake horns (easy to do I reckon, it is just keratin so it canīt be beyond the realms of the labs to sort something) but in the fakes impregnate them with a poison. The person as the end buyer who uses it !!! Bingo. Pretty soon demand would dry up, best, Mike
