You hit that nail on the head. Look what the bloody British did in India: fed and doctored the population and now there is over 1 billion of them. As for supporting the people of Africa, it is easier and cheaper to rest the liberal western conscience by sending over some rice (which gov't forces generally take) rather than taking the bull by the horns and either letting nature take it's course or sterilizing/giving the snip and nip to men and women after they have had one or two kids.
