As it stands now (subject to change of course), hunters who are in transit from RSA to Namibia do not have to obtain the temporary permit, unless they overnight in RSA, or leave the airport. If you have a connecting flight to Namibia, just make sure that your bags and rifles are checked through all the way to Namibia.
