Remember, in early 1942 the tide of Facism hadn't reached it's high water mark. The Afrika Korps was still driving towards Cairo, the defeat at El Alamein hadn't happened yet and the worst that had happened was the loss of Italian East Africa the year before... someone in Berlin probably thought they'd be on safari out of Nairobi by 1945 or so.
