No, that is not what I said. So let me restate it to be clear. Firing a shot without being sure of where the bullet will land amounts to negligence. A human being does not get shot 'accidentally' without the shooter being negligent.

As for exactly where the bullet hit the dog handler, I do not know. But clearly he is lucky to be alive.
