After making sure that the bore is really clean (basic stuff) It may be worth having an 1 1/2" cut off the muzzle and recrowning the barrelbefore changing it. Often the crown can be worn and accuracy can go to hell but can be restored this way. I don't know your barrel style but it might be possible to set it back a couple of threads and rechamber it to clean up the throat.
; Setting back and rechambering is usually good for another 1,000 rounds in a match rifle. This is normally done between 1,000 and 3,000 rounds. Since this barrel has seen more 'work' than that, you can probably rest assured it is toast for many inches forward of the chamber. ; Re-barreling is easy from pacnor and since this fellow lives in the States, he can buy a pre-fit and get one of the most accurate barrels made today - almost ready to screw on. Shilen or Brownell's can also provide a barrel and very reasonably- probably cheaper than setting back, rethreading and rechambering.
