I had a Browning sticky stock issue last year. after a number of experiments, I can safely say that the absolute best solution is Cloudy Ammonia. It removes the sticky solution with amazing effectiveness and no residue, smells etc. I also used it on an Anschutz spotting scope that had the same problem.
