Could be a way of reactivating cartridges for obsolete rimfires provided the owner has some spent cases or unfired ammo to start with i.e. don't through away spent rimfire cases!!!!
You can actually buy a rimfire reloading tool, it has bullet molds and bullet crimper built in, you can even hammer out the old indent with a flat head nail. I thought about buying one but figured buying 20,000 rounds of 22lr on special was the better option.
