BRNO made the ZKK 600 in 9,3x64 and for me it seems a perfect foundation for the kind of rifle you are searching.
Zastava are not in the same league and their overall quality is not as good as their "look"…
Consider also the excellent and superbly made FN made before the ninety, some were chambered for the great Brenneke 9,3.
I have owned one in 8x60S at the end of the sixties and my first custom built rifle was based on a 9,3x64 FN.
