Color case hardening of the action is an option.
We use only the old way "bones and charcoal" treatment done to our standards by Jörg Schilling in Zella-Melhis or Conrad Recknagel in Suhl.
It's somewhat expensive and require a perfectly prepared surface. However being a true hardening, not for show only, it hardens the steel surface.
