I'm wondering if the person that applied the Two Part oven cure Cerakote to your rifle, has used Old Cerakote? All Cerakote has a 12 month shelf life (from purchase date) and I don't know what happens to it after that 12 months is up!
The shelf life of both types can be extended by ?? months, if you store the base materials in a fridge (@ 4 degrees C).

From what Geoff was telling me if the surface is not cleaned properly the cerakotes durability is affected. Might not be much help but might explain why as might Homers explination.
