Kaizer2007, this is a difficult question to answer here as Savage make their own barrels (to the best of my knowledge). Given this, they would be the best people to answer your questions (re; barrel steel type and steel manufacturer/supplier etc).

Personally, I can't see any reason why their barrels wouldn't be capable of coping with the conditions in the Ukraine or other hostile environments on the planet (with appropriate protection and care by the owner/user)!
