The scopes for the SVD and the Medved and other rifles in the old days used to be made at the BC Rubin Optmechanical Plant at Lytkarino near Moscow. I have been there and met the head in the late 1980s and early 1990s, Prof Stanislav Shtandel. The plant was privatized in the mid 1990s and they still function though I have heard that they concentrate more on lenses and blanks these days for export to Germany and the USA. You would be surprised how many scope manufacturers use Russian lenses.

Not sure how things are between Kyiv and Moscow these days but you should be able tog et scopes from them or through one of their export associates who also have a presence in Ukraine like V/O Obschemashexport.
