This is not rocket science - they just tap the high voltage line & link it to a standard barbed wire fence. Very risky but it works well as a crop protection measure - fries elephants to a crisp toast as well. This is absolutely free - just steal copper wire from some government yard & off you go. I would suspect that they would link the copper to the fence first & then tie a strong plastic cord to other end - then thow the plastic over the power line & pull up the copper wire till it touches the high voltage line & Bingo! Voila! and all that stuff.
