Kind of like China agreeing to hold N Korea to a more responsible mind set and then off loading oil to one of NK ships in the middle of the sea...
China is not to be trusted ..they will lie, cheat, steal on anything they can or think they can get away with... IMHO of course.. 
Would be great if they actually did get this to work..in ivory, rhino horn, etc..
