Nargha sounds like an Urdu word, maybe a plant (nargis is daffodil), but haven't a clue.

I googled. Came up empty tho one meaning was "encirclement" so I wondered if it was a idiom for tourniquet, tho in the sentence it seems more like something UNDER a tourniquet.

IOW, I have no idea.
