Soon as you tighten up regulations to stop the cowboys it always seems to impact more on the ethical hunter. Firstly ban the registration of "hunting trophies" in major hunting record books, like the SCI etc.
Secondly, ban shooting from a chopper.
Thirdly , ban using a chopper to herd animals for hunting.
If a pilot looses his licence if convicted, a big incentive not to do it.
Doesn't sound hard to me.
