I believe this just is "a separate locked container". Never ever heard a "5 metre" requirement and does not have to be a safe. If this is the case in a particular state it is the first I have ever heard of a distance restriction.
My older sister who is a Melbourne cop told me that so it might be a state specific one or she might just be one of those people who like to make things harder for us gun owners...
