I don't know any that have "penned" Sambar ????
I didn't say in Victoria but was thinking of the NT, eg Mary River.
The simple facts are that it is unlikely unless one is extremely lucky, or an outfitter has done a lot of scouting before to have a good chance of taking a good sambar trophy if a hunt of 3 to 5 days on free chase sambar deer.
On the other hand at WV and I presume other places there is probably a reasonable chance, though I have never seen a good or big trophy sambar at WV, though I never looked for them.
Allan is right. Of course foreign visitors can hunt sambar in the wild, free chase, guided or unguided, in the Vic mountains, the ideal way it should be done.
