Cogswell and Harrison 98 Mauser

Hi:I have a Cogswell & Harrison 8x57 98 mauser . It is a military 98 reworked in England.The safety is 2 position only instead of three position. Is this normal for this company to rework the safties? The bolt handle bending looks like an amateur job. Any info on these guns would be appreciated. Regards Dan
